BNO Destitution Funding Ends 31 March 2026 - What Hong Kong Visa Holders Should Know

If you are a BNO visa holder from Hong Kong, the dedicated destitution funding scheme run through local authorities will end on 31 March 2026. This is the fund that provides up to £2,720 per household for BNO visa holders assessed as destitute or at risk of destitution.
The government says the scheme is ending due to low demand. However, this does not mean all support disappears. BNO visa holders who find themselves in financial difficulty can still apply to the Home Office for a "Change of Conditions" to have the No Recourse to Public Funds (NRPF) condition removed, which would allow access to certain welfare benefits.
English language support continues through a different route. Since 1 August 2025, BNO visa holders and their adult dependants who are ordinarily resident in the UK have been eligible for mainstream education and training through the Adult Skills Fund (ASF), including English language courses. Local authorities can also claim £850 per person from MHCLG where ASF provision does not meet individual needs.
What to do before 31 March. If you are currently receiving destitution support or think you may need it, contact your local authority now to understand what happens after the funding ends. If you are struggling financially, look into applying for a Change of Conditions to remove NRPF before the dedicated scheme closes.
