Settlement English Language Rises to B2 for Skilled Worker and Family Visa Holders in 2027

If you hold a Skilled Worker, Health and Care Worker, Global Talent, or Family visa, the English language standard you need to meet at settlement is going up. Under the Statement of Changes to the Immigration Rules HC 1691 (published 5 March 2026), the English language requirement for indefinite leave to remain will rise from B1 to B2 on the Common European Framework of Reference. The change comes into force on 26 March 2027.
What does B2 mean in practice? B1 is roughly GCSE standard — the level most settlement applicants demonstrate today. B2 is the next level up, approximately equivalent to A-level English. At B2, you need to understand complex texts, communicate fluently with native speakers without strain, and produce clear, detailed writing on a wide range of topics. You will still need to use an approved Secure English Language Test (SELT) provider — such as IELTS for UKVI or Trinity College London — but the pass mark will be set at B2 rather than B1.
The Home Office built in a full year before the rule takes effect. The explanatory memorandum to HC 1691 states the delay "provides those subject to the new requirements with sufficient opportunity to take any steps necessary to meet them." If your ILR application is likely to fall on or after 26 March 2027, you should start planning now — particularly if you will need to resit a language test or take one for the first time.
BNO visa holders are not affected. The BNO settlement route retains its B1 English requirement, as confirmed in the same statement of changes. If you are on a BNO visa, nothing changes for you. If you are on a Skilled Worker, Health and Care Worker, or Family route and your five-year qualifying date falls before 26 March 2027, the current B1 standard still applies. If it falls after that date, you will need B2 evidence. Check your qualifying date on your ILR tracker and factor in the preparation time if a test is needed.
